Reported solutions listed below:
Please note: I cannot guarantee these will work for you, they have worked for some, and have not worked for others.
SOLUTION 1 - Restart your computer. Honestly, just give it a go. If it fixes your problem please post and let us know.
SOLUTION 2 - Disable your anti virus software and attempt to restart your game, then test. If this has fixed your problem please post and let us know.
SOLUTION 3 - Disable Windows Aero. You can do this by going to Control Panel > Personalization & selecting the 'Windows 7 Basic' or 'Windows Classic' themes. Restart your game and test. If this has fixed your problem please post and let us know.
SOLUTION 4 - Go to 'X:/Program Files (x86)/Steam/steamapps/common/Counter-Strike Global Offensive/csgo/cfg' and DELETE the files 'config.cfg' & 'config_default.cfg'. Then restart your game and test. If this has fixed your problem please post and let us know.
SOLUTION 5 - Re-install CS:GO. You can do this by opening Steam > Library & Right clicking on CS:GO Beta, then press 'Delete Local Content'. Once this is done, go to 'X:/Program Files (x86)/Steam/steamapps/common/Counter-Strike Global Offensive' and fully delete the folder. This gets rid of any left over files. Then restart your computer, login to steam and re-download the game and attempt to play. If this has fixed your problem please post and let us know.
SOLUTION 6 - Update your graphic drivers. You can do this via Steam if you are a beginner regarding this. Open Steam, click 'Steam' on the top left and then 'Check for Video Driver Updates' and follow the on screen instructions. If you already have the latest video card drivers, skip this solution.
SOLUTION 7 - This is what sorted my issue out for me. Realistically it isn't a solution, it's a workaround in all honesty. I have an i5 2500k with a CPU cooler. Prior to this update I got 200+ fps on the CS:GO Beta at stock speeds 3.3Ghz. After the 10th August update it has dropped to around 130. By overclocking my i5 2500k from 3.3Ghz to 4.5Ghz I have achieved my 200+ fps again depending on where I am in maps. I have seen a 40fps increase on average overall.
If you know what overclocking is and have done it before, it might be your last option until Valve sort this out. If you are not aware of what overclocking is, it is a dangerous procedure. I suggest you read up about it then make the decision yourself regarding whether you want to take this risk. Please DO NOT attempt this if you are using a STOCK COOLING FAN on your CPU.

As I said, this is not a solution it is a workaround.
