Summoner, have you been troubled by teammates who plays negatively and feeds? Due to the imperfection of the automated detection system, feeders often could escape from punishment, but from now on it would be different.
Today, the official announcement of the newest "Judgment Scythe" for feeding that is officially released on all servers reveals: In-game, when you meet players who demonstrate negative in-game behavior, such as deliberately releasing water (ie. not trying to win) or giving away heads for free (ie. intentional feeding), once the Judgment Scythe system detects this, it will activate an in-game warning for the offending player as well as a punishment system based on voting. Once the punishment vote is activated, all 10 players in the game will receive a pop-up to cast their vote. We will use the vote to help the system determine whether to punish the offending player or not.
We use Illaoi as an example here.
When the system detects the negative in-game behavior of intentional feeding, the voting pop-up would be as below:
(See the link above for the picture; the words in it mean: Is purple's side's Illaoi intentionally feeding?)

After the vote ends, the result will appear in the chat box in order to provide a written reminder.
Punishment will be given according to the voting result:
(Picture in link above; Yorick feeds first blood to the burning spirit of revenge (Brand I assume?) despite being warned by Ezreal. Orange text says: Intentional feeding check: The system has detected behavior that could be intentional feeding. Please vote according to the actual circumstance. Punishment for the player detected to be feeding would be given according to the vote. The dark blue text says: Intentional feeding check: According to the vote result, blue's side Yorick has been punished. Please be civilized while playing and ensure a green gaming environment!)

A second picture demonstrates a no punishment result:
Dark blue text: Intentional feeding check: According to the vote, purple side's Illaoi does not meet the requirments for punishment and is not punished.

FAQ:
I'm just noob, I'm not feeding.
Answer: The system will compare your historical results, average performance and other factors in order to make a well-rounded judgment and avoid your concerns.
I'm just playing bad this game, I'm not intentionally feeding.
Answer: The system will take into account historical statistics, in-game statistics of the suspicious player, statistics from user reports, supplemental data from the current game and other factors in order to make a judgment and avoid a wrong decision. As long as you play positively, you won't be punished. Please don't think you can get away with it.
Other players are controlling my fate! If they don't like me, they could insult me in order to ban my account!
Answer: The vote is started by the system, rather than a specific player. The vote will only be triggered when negative behavior hits a required standard. As long as everyone plays positively, there will be no vote.
In my game, someone is feeding, but there is no vote appearing. I'm not happy.
Answer: In order to maintain accuracy and prevent false positives, there may be borderline cases in-game that are not detected. You can provide the replay and send it to our support in order to report inappropriate behavior in-game. Support will manually confirm it.
Meme down below says:
I played more than 1000 League games, fed more than 900 of them, and know all sorts of ways to insult my teammates. I sold out 30,000 teammates and I'm well-trained in KSing. My dead body has lied all across Summoner's Rift and I have mastered more than 1000 extreme ways to intentionally feed. I have more than 800 reasons to AFK. If you all keep pretending to be good, I can drag all challengers in your server to bronze. As an intellectual, I can AFK and insult teammates. As a martial arts master, I can tower dive to feed. If I go in, I can 1v5. If I go out, I can wait until FF20. When I'm in the front, I can kick away dying enemies. When I'm in the back, I can lay down my wall and block my teammates. If I stay still, you will not see me for 100 years. If I move, I can feed from 1000 miles away. I bravely flash in to feed first blood, and I never turn back when I am selling out my teammates.
Last paragraph:
Those who enter ranked and say "mid or feed" or "top or feed" will be curbed. Intentional feeding makes the in-game experience very bad. This time, the Judgment Scythe for intentional feeding going live has received praise from the player base. We hope that there will be a Judgment Scythe for ragers soon, and by that time more players will be purified!
